You can subscribe till the 15th of the month midnight. Then you will have to wait the next round.
Your box will be dispatched the next working day after the 15th. Shipping in Belgium is generally two days.
So you can expect to receive your box always between the 18th or the 20th of the month.
Yes, you can cancel your membership at any time through your account settings. If you cancel, your membership will end at the end of the current billing cycle.
